    The heightened social consciousness during the years leading to the 1986 EDSA Revolt brought about the birth of people's organizations in the country. Specifically, in Bo. Magsaysay, Tondo, Manila, a number of such associations came together to form the Concerned Parents for Children Development (CPCD) on February 22, 1986.
    On the said date, about 200 members from four local organizations in Areas I, II and III gathered at Barangay 111, Zone 9, Tondo to form their federation. On this occasion, the first officers of the federation were elected: Erlinda Buluran, President; Boy Saluria, Vice President; Candida Mangahas, Secretary; Aurora Saluria, Treasurer; and, Crisanta Sarmiento, Auditor.

On this occasion, the first officers of the federation were elected: Erlinda Buluran, President; Boy Saluria, Vice President; Candida Mangahas, Secretary; Aurora Saluria, Treasurer; and, Crisanta Sarmiento, Auditor.
    The CPCD was founded principally to respond to the fundamental problems confronting the urban poor sector like the concerns on shelter, basic social services, human rights and the issue on poverty in general. It embarked on a myriad of endeavors. As it evolved, however, the federation's main thrust increasingly became the provision of education to the poor children in the communities, particularly pre-school learning. Hence, the CPCD Day Care Program, the centerpiece program of the federation. In December 1990, the Securities and Exchange Commission (SEC) granted S.E.C. Registration No.1 8480 to the Concerned Parents for Community Development Day Care Center, Inc.
